What is the 7th Pay Commission?
The 7th Pay Commission (7th CPC) is India's most recent salary revision framework for central government employees, implemented with effect from 1 January 2016. Constituted to address pay disparities and align salaries with inflation, it replaced the older 6th CPC structure with a clean, transparent Pay Matrix.
Key outcomes included: a minimum basic pay of ₹18,000 per month, a fitment factor of 2.57× applied to existing basic pay, revised DA/HRA/TA allowances, and improved pension for retirees.
How to Calculate Your 7th CPC Salary
Your gross monthly salary under the 7th Pay Commission is calculated as:
DA = Basic Pay × 53% (current rate, 2025)
HRA = Basic Pay × 27% / 18% / 9% (X / Y / Z city)
TA = ₹7,200 / ₹3,600 (Level ≥9 in X/Y / Z city)
TA = ₹3,600 / ₹1,350 (Level 1–8 in X/Y / Z city)

Key Salary Components
Dearness Allowance (DA)
DA compensates for inflation and is revised twice a year (January and July) based on the AICPI index. As of January 2025, DA stands at 53% of basic pay. It is fully taxable and forms a significant portion of gross pay.
House Rent Allowance (HRA)
HRA is paid to employees who do not reside in government quarters, and the rate depends on city classification:
Note: HRA is exempt from income tax up to the least of: actual HRA received, 50%/40% of basic pay (metro/non-metro), or actual rent paid minus 10% of basic pay.
Transport Allowance (TA)
TA covers commuting costs. Employees in Levels 9 and above in X/Y cities receive ₹7,200; others receive ₹3,600 (X/Y) or ₹1,350–₹3,600 (Z city). HPCA/PCA-eligible employees receive TA plus DA on TA.
Fitment Factor — 2.57×
The fitment factor is the multiplier used to calculate the revised basic pay from the 6th CPC pay scale. For the 7th CPC it was set at 2.57, meaning an employee earning a basic of ₹7,000 under 6th CPC would receive ₹7,000 × 2.57 = ₹17,990 ≈ ₹18,000 (minimum) under 7th CPC.
The fitment factor equally applies to both employees and pensioners.
Understanding the Pay Matrix
The Pay Matrix replaces the old pay band + grade pay structure with a single, transparent table:
- Columns (Levels 1–18) represent functional roles/hierarchy.
- Rows (Cells 1–40) represent annual pay progression at 3% per increment.
- Each level corresponds to a grade pay from the previous structure.
- An employee's pay at any point is the intersection of their level and service years.
The minimum pay at Level 1 Cell 1 is ₹18,000 and the maximum is ₹2,50,000 at Level 18 (Cabinet Secretary).
7th CPC for Pensioners
The 7th CPC also benefited pensioners substantially. The minimum pension rose from ₹3,500 to ₹9,000 per month. Pension is calculated as 50% of the last drawn basic pay (for those who retired after 1 Jan 2016) or re-fixed using the 2.57 fitment factor for earlier retirees.
Children's Education Allowance (CEA)
Under 7th CPC, CEA was increased from ₹1,500 to ₹2,250 per month per child (for up to two children attending a recognised school). The hostel subsidy increased from ₹4,500 to ₹6,750 per month. Differently-abled children receive double the standard allowance.
